PSA, one of the North West’s leading Building Services Consultancies, announces its successful reappointment to the RISE Construction Framework. It’s a significant milestone in the company’s procurement journey, and a powerful endorsement of its commitment to social value.
Having held a place on the previous framework, PSA was reinstated after a competitive reappointment process. Even so, reinstatement is not guaranteed. It reflects a demonstrated track record of delivery, excellence, and alignment with RISE’s values.
What is the Rise Construction Framework?
Since its founding in 2016, RISE has been far more than a procurement vehicle. It rests on a simple but powerful conviction, that commerciality and social value do not have to be in conflict. In practice, RISE operates as the UK’s only pro-social body providing agency services to construction frameworks. Reinvesting the profits it generates through the framework directly back into the communities.
Today, RISE brings together 100 supply partners across 17 groupings. Serving NHS Foundation Trusts, Universities, Local Authorities and Housing Associations across the North West and beyond. Notably, 96% of its supply partners are small and medium-sized enterprises (SMEs). Reflecting a deliberate commitment to sustaining local economies, creating employment opportunities and ensuring value for money.
Above all, where RISE truly stands apart is its uncompromising focus on community impact. The framework directly funds the Voluntary, Community and Social Enterprise (VCSE) sector. It supports initiatives tackling homelessness, domestic violence, youth unemployment and well-being. Issues that sit at the intersection of the built environment and the lives of the people within it. It is, by design and by reputation, THE social value framework in the construction sector.

Indeed, this reappointment to RISE follows other successful wins for PSA. These include the £1.5 billion Innovation Chain North (ICN) Framework, which Great Places Housing Group manages to support new affordable homes across the North of England. Additionally, it also includes EN Procure, which covers construction consultancy for registered social housing providers and public sector contracting authorities.
