PSA Reinstated to RISE Construction Framework, Reaffirming Commitment to Social Value

PSA (Pettit Singleton Associates), one of the North West’s leading Building Services Engineering and Sustainability Consultancies, announces its successful reappointment to the RISE Construction Framework, marking a significant milestone in the company’s procurement journey and a powerful endorsement of its enduring commitment to social value.

Having held a place on the previous iteration of the framework, PSA’s reinstatement follows a rigorous and competitive reappointment process, making the outcome all the more meaningful. To be reinstated is not a given, it reflects a demonstrated track record of delivery, professional excellence, and a genuine alignment with the values that sit at the very heart of the RISE framework.

Founded in 2016, RISE is far more than a procurement vehicle, it is a purpose-led framework built on a simple but powerful conviction, that commerciality and social value do not have to be in conflict. RISE operates as the UK’s only pro-social body providing agency services to construction frameworks, reinvesting profits generated through the framework directly back into the communities in which it operates.

Today, RISE brings together 100 reputable supply partners across 17 groupings, serving NHS Foundation Trusts, Universities, Local Authorities and Housing Associations across the North West and beyond. Notably, 96% of its supply partners are small and medium-sized enterprises (SMEs), reflecting a deliberate commitment to sustaining local economies, creating employment opportunities and ensuring value for money for the public sector.

Where RISE truly stands apart is its uncompromising focus on community impact. The framework directly funds the Voluntary, Community and Social Enterprise (VCSE) sector, supporting initiatives that tackle homelessness, domestic violence, youth unemployment and well-being, issues that sit at the intersection of the built environment and the lives of the people within it. It is, by design and by reputation, THE social value framework in the construction sector.

For PSA, appointment to the RISE framework is not simply a commercial achievement. it is a reflection of who PSA is as a business.

Jimmy Dobson, Managing Director at PSA, commented, “We are genuinely proud to have been reinstated to the RISE framework. This was a thorough and demanding process, and we went into it knowing that nothing would be taken for granted. To come through it successfully, and to continue our relationship with RISE, means a great deal to us.

“Social value is not a box we tick at tender stage, it is woven into the way we work, the relationships we build, and the communities we serve alongside our clients. RISE embodies exactly that philosophy, and it is a framework we are proud to be associated with. We look forward to continuing to deliver for our clients through this route, and to playing our part in the wider community impact that RISE drives.”

PSA’s social value submissions throughout the appointment process reflected the significant effort the team invested in articulating and evidencing their commitment, from community engagement and local supply chain support, to apprenticeships, employment initiatives and beyond. The rigour of the process only strengthened the team’s resolve to demonstrate what genuine social value looks like in practice.

This reappointment to RISE follows PSA’s other successful appointments, such as, to the £1.5 billion Innovation Chain North (ICN) Framework, managed by Great Places Housing Group to support the delivery of new affordable homes across the North of England and the EN Procure for construction consultancy for registered social housing providers and public sector contracting authorities.

Together, these framework appointments underscore PSA’s growing strategic presence across the public sector procurement landscape and its ability to meet the highest standards of technical competence, compliance and social responsibility.

PSA’s framework portfolio now provides clients, including NHS Trusts, housing associations, local authorities and educational institutions, with straightforward, compliant and cost-effective access to PSA’s full range of Building Services Engineering, Sustainability, Compliance and Project Management services.
