Sustainable Living Delivered at Jubilee Gardens Extra Care Development

Leyland, May 2025 – The newly completed Jubilee Gardens, an Extra Care residential development for over 55s in Leyland, has been handed over to South Ribble Borough Council and is due to begin welcoming its first residents this autumn.

The £20 million project features 75 one and two-bedroom apartments that successfully blend independent living with accessible care options. Residents will enjoy the community facilities including a café and hair salon, which create a vibrant neighbourhood atmosphere.

PSA delivered full mechanical and electrical engineering design and support, incorporating sustainable technologies. The integration of solar PV panels, electric vehicle charging points and efficient heat pumps has created homes that are both comfortable and energy-efficient.

“Jubilee Gardens offers residents the perfect balance of independence and support,” says Jimmy Dobson, Managing Director at PSA. “Working alongside South Ribble Borough Council, we focused on practical solutions that enhance daily living while keeping running costs manageable.”

The development, built by regional contractor Caddick, represents a significant investment in Leyland’s housing infrastructure and addresses a growing need for specialised accommodation for older adults. By enabling residents to live independently for longer, Jubilee Gardens reduces pressure on local health and social care services while creating new jobs in care, maintenance, and hospitality.

On Friday 5 September the Mayor of South Ribble, Councillor Paul Wharton-Hardman and The MP for South Ribble, Paul Foster, officially opened the flagship extra care facility.

MP for South Ribble, Paul Foster, said: “I am absolutely delighted to have attended the opening of Jubilee Gardens Extra Care Facility.

“As leader of this superb council back in 2019, we developed and agreed the concept of this building and it is fair to say, every possible barrier to prevent us from delivering this was placed before us; cost, Covid construction and inflation to name but three. However, we remained undeterred and here we are today.

“Special thanks to Homes England for without their substantial support we would never have been in a position to undertake the project, and finally to the South Ribble project delivery team a huge thank you.

“You are responsible for delivering on time, on budget one of the best projects within South Ribble, in over a decade.

“I am immensely proud, it is a wonderful place to retire, with all the support required on hand.”

Mr Foster went on to personally thank PSA for the quality of the MEP Design as part of the design team.

PSA were appointed by South Ribble Borough Council to progress the design development from the start of the project and continued to support the Council throughout the construction stage providing specialist Clerk of Works support. 

Looqman Mulla the project manager on scheme for the Council commented “It was a pleasure working with PSA in particular Jimmy Dobson.  The success of the scheme was achieved through a positive working relationship built on trust, teamwork and open approach with clear and regular communication. 

The development’s energy-efficient design aligns with South Ribble Borough Council’s environmental commitments, helping to reduce carbon emissions in the area.
