Modern energy efficient update for health Headquarters. PSA breathed new life into an ageing healthcare building in Carlisle, transforming it into a modern, energy-efficient, and safe workspace for 100 staff members.
The £2.3m overhaul included comprehensive upgrades. Our M&E design included enhancing the building’s systems, from heating and cooling to security and data infrastructure. Working alongside Architects Plus, we tackled challenges head-on, delivering a revitalised facility that meets the client’s needs for functionality, energy savings, and staff safety.

CLIENT OBJECTIVES
Cumbria Health approached us with a clear vision for their tired Carlisle facility. Housing a 111 call centre and clinical training rooms, the building needed a complete upgrade to support its 24/7 operations. The client’s priorities were threefold: enhance functionality for staff, implement energy-saving measures, and ensure a safe environment for round-the-clock access.
OUR SOLUTION
As appointed Mechanical and Electrical engineers, we collaborated with Architects Plus to deliver a comprehensive refurbishment. We began by gutting the building, then re-rendering and insulating its shell for improved energy efficiency.
Our team designed the systems for:
- New solar PV panels
- Electric vehicle charging points
- Heating, cooling and ventilation
- Water supply
- Data
- Lighting
- Safety systems.
To support the call centre’s critical operations, we designed a business fibre line and a backup generator.
Staff safety was paramount, so we specified CCTV, security lighting, and nurse call and staff attack alarms. The project also required an electricity upgrade to handle the increased load from new systems.
THE OUTCOME
Despite the challenges posed by the original building’s structure and limited ceiling voids, our team’s expertise meant we were able to find adequate solutions. We collaborated with a specialist manufacturer to integrate ventilation systems seamlessly with other services. The result is a revitalised health centre that meets all of the client’s objectives.
Cumbria Health now boasts a modern, energy-efficient facility that provides a safe and functional environment for its staff.
