Pettit Singleton Associates (PSA) are thrilled to be part of the design team delivering this exciting project in collaboration with Market Creators and Frank Whittle Partnership.
The £8.3 million redevelopment has received approval from Rossendale Borough Council for the innovative concept design to develop Bacup Market and Union Street.
The development is being named Temple Court and its aim is to bring the community together and create a vibrant space to eat, drink and have fun. The space is being designed to encourage the locals to stick around and spend more time in the area both day and night by providing more options for food and drink, more seating and an events space. There is a programme of events planned, including pop-up stalls, specialist markets, and live entertainment.

At the centre will be a two-story market hall for food, drink and crafts. The ground floor will feature local produce, while the upper floor will house a cycle hub and maker’s market. This transformation creates opportunities for businesses to extend onto pavements, fostering a more inviting and pedestrian-friendly environment. Bringing the traditional history of Bacup town centre together with the modern facilities this redevelopment will be a huge lift to the area and the community. Rossendale Borough Council are committed to preserving the history of the town and have appointed heritage experts to advise.
Rossendale Borough Council leader Cllr Alyson Barnes said: “The rejuvenation of the market area presents another opportunity to improve Bacup town centre and will address challenges faced by lots of markets around the country.
“In recent years we have seen declining footfall and trader numbers. We believe this investment will foster community development and address market traders’ economic difficulties.
“The current market is an important asset to the town centre but at present it struggles to extend its appeal beyond a small, loyal customer base. Temple Court will appeal to a much wider area with its food and drink offer and the cycle hub.
“The concept designs will allow us to approach dynamic and experienced organisations to play a pivotal role in establishing the new market. We look forward to engaging with potential partners in the coming months.”
