Carlisle Library is undergoing a £3.3 million transformation to create a modern digital learning and community hub. With funding from the UK Government’s Carlisle Town Deal Investment Plan and Cumberland Council, this comprehensive renovation addresses required updates in this 1980s building. The project includes structural improvements, complete mechanical and electrical system overhauls, and creation of dedicated spaces for adult learning and children’s activities. Working within site constraints of the shopping centre location and maintaining partial service through a phased approach has required careful planning.

CLIENT OBJECTIVES
Cumberland Council sought to breathe new life into Carlisle Library, transforming a 1980s building within a shopping centre into a vibrant community resource. The primary goal was to maximise the £3.3 million government funding to create a modern digital learning and community hub that would meet diverse needs.
The council wanted to preserve the popular Jackson Collection of historical books about Carlisle whilst creating new spaces for adult learning classrooms and a welcoming children’s area. The client required a partner who could navigate the technical challenges of working in a constrained shopping centre location with limited access points and deliver solutions within tight budget parameters. Additionally, it needed a phased implementation approach to maintain some library services throughout the renovation period.
OUR SOLUTION
Working closely with Curl La Tourelle Head Architecture, PSA developed comprehensive mechanical and electrical solutions to modernise the library’s infrastructure whilst respecting the building’s constraints and budget limitations.
Our approach focused on optimising efficiency and sustainability throughout the system:
- Refurbishment and overhaul of existing air handling units, installing new controls, fans and components to extend life and improve efficiency
- Replacement of outdated gas boilers to improve heating efficiency
- Full electrical rewire including power, lighting, fire and security systems
- Installation of distinctive waffle ceiling designs and circular suspended lighting fixtures
- Technical resolution for services running from upper floors during the phased renovation
To address the challenging site access through the shopping mall and rear car park, we designed solutions that minimised disruption to adjacent businesses. Our team provides continuous on-site technical support throughout the construction phase, working alongside main contractor Krol Corlett and M&E contractor PK Engineering.
THE OUTCOME
The transformed Carlisle Library, scheduled to reopen in early 2026, will provide the community with a modern, efficient and welcoming space. The upgraded mechanical and electrical systems deliver significant improvements in energy efficiency and operational costs, ensuring the building’s sustainability for years to come.
The phased approach has enabled continued access to essential services throughout the renovation period, maintaining community engagement.
